What are the specific effects of a neutralizer on the target ship?

Please give specific attention to each of the following issues in your reply:

Are the neut's cycles chance based or automatic/direct and does ship class have any effect on that? For example, if a frig uses a neut on a cruiser, does the cruiser lose the same amount of cap as if the frig uses the neut on a battleship and vice-versa, etc.?

I see that the Neutralizer takes the same amount of cap/cycle, depending on which one you are using; so, for however much cap the neut destroys, does it do so instantly at the end of its cycle? (I would assume so, but wanting to be sure.)

The basic effect is the removal of x units of cap energy from the target ship's capacitor, x being the value stated on the module. There is no chance based system for this - it just happens.

The size of the ships involved is irrelevant in terms of the module's effect.

I am informed by a highly reputable source that the effect occurs at the beginning of the neut's cycle.

This is all correct, except the last part. Neuts activate at the start of their cycle.

It’s also worth noting that Energy Vampires (NOS) work a little differently… they only activate if the target ship has a higher percentage of cap left than the NOSing ship.

To add to Face's answer, some shiptypes get a bonus Energy Neuts. A Curse will remove substantially more cap due to its Recon Skill ship bonus of 20% extra per level.

This was actually my next question, based off a run-in I had with a Curse. Any other ships that give energy destabilizer bonus?

This is true – note that when fitted, showing the info on the neut will show the actual amount that is neutralised rather than the base amount.

Neuting is an Amarr speciality – as far as I know no other’s races ships will get a bonus to this.

^^ Yeah… so look at things like the Bhaalgorn, Ashimu, Pilgrim, Curse, Sentinel etc.
