In the static database dump from CCP are some tables named dgm*. What does this abbreviation mean?

It means dogma. Though I have no idea why.
Update: This dev blog about module lag explains it:
This system, named Dogma, handles module activation/repeat/deactivation, as well as the actual effects of those modules. It also handles the various skill/ship modifiers you see in the game.
