A jump bridge is anchored at a Player owned Station and essentially works as a gate, but is only usable by people with the password to the PoS in question. It has a range of 5 ly, and costs
(500 * Jump distance in LY) * (ship mass / 1,000,000,000))
Per activation. The JB is linked to a sister JB in another system within 5 ly(light years), allowing you to circumvent gates and such and travel through a region you own faster.

Can ordinary ships use a jump bridge? Or is it only caps and freighter?
All ships as long as the fuel is available. I am not sure if the fuel has to be in the ship’s cargo hold, or assigned to the jump bridge somehow.
The fuel is in the jump bridge generator, placed by the owning alliance or corporation. It’s a nearly exponential growth in fuel consumption as you go up a hull class, so keep that in mind if you are jumping through a friendly alliance’s system as a guest.
To add to miningzen's answer, a jump bridge should not be confused with a Titan bridge (which have also been mentioned in the blog's recently). So, for example, if you're sitting outside a station in Aubenall lets say, and a cyno gets lit and all of a sudden you are surrounded by 10 BS's... they have entered via a Titan bridge. This connects a Titan with a cyno, allowing corpmates to jump from the Titan's location to the cyno location. Afterwords, you can clean the smear from your pants, it's a sight to behold the first time.

Interesting. I didn’t know they were separate things. When the titan makes a bridge, does it have to go through as well, or can it stay where it started?
The Titan does not have to jump. Usually they do not, unless it’s a large fleet op. A lot of the time, its just a logistics train for the support fleet.
A jump bridge can be used by any ship.
A pod can also use it without using any fuel i believe.
