Focusing on T2 cruisers that are probably better featured than the Minmatar equivalent:

Gallente:
- Arazu - Has a huge point/scram distance, whereas the Rapier is a stasis webber. Can't fit a shield tank, but that's not much of a problem when backup is nearby. Uses hybrids.
- Lachesis - Non-cloaky, missile-using version of the Arazu. Still better than the Huginn and it's target painter bonus!
- Vigilant - Better close-ranged DPS than every other cruiser-sized ship and with stasis webber bonuses too. Uses hybrid blaster weapons but with bonuses related to your minnie and gallente cruiser levels.
- Cynabal - Powerful Vagabond-alike with better DPS and an energy neut. Uses projectile weapons but with bonuses related to your minnie and gallente cruiser levels.

Caldari:
- Falcon - Best ECM platform in the game. No real tank, and almost always primaried, but incredibly effective. Just look at the Alliance Tournament matches for the past few years. Uses hybrid weapons.
- Rook - Non-cloaky, missile-using version of the Falcon. Still better than the Huginn and it's target painter bonus!

Amarr:
- Curse - Get in range of this thing and your capacitor goes bye-bye. I would rate that ability much higher than the Huginn's target painting abilities any day!
- Ashimmu - A mix of the Curse and Rapier, but without the cloak ability. A cap draining and stasis webbing beast! Uses energy turrets but with bonuses related to your minnie and amarr cruiser levels.

There is no doubt in my mind: The Gallente race has a better x-train ability with the Minmatar race. You also get the Dramiel and Daredevil to look at when you are training the frigates.
