OK, I found out more details. The R.DBs are:

The descriptions of each R.DB are
A searchable database of the corporations scientific research. Used in BP copying as well as material and time efficiency BP research.
and they are required for material efficiency, production efficiency research and the creation of blueprint copies of Tech II blueprints, so not really very useful for most players.
The only Tech I module that requires R.DBs are the Prototype Cloaking Device I, which requires R.DBs from CreoDron and Ishukone for ME, PE and copying.
I’m guessing the letters R.Db are supposed to represent “Research Database”
