What is "base price"?

Multiple third-party applications and web pages for Eve list something called a "base price", which does not seem to correspond with, for example, mineral cost or anything like that for the listed item. Does anyone know what this base price is?

I've heard one theory, something along the lines of "base price" as an old figure that used to be a valid constant, long since outdated by the dynamic price of minerals in Eve. Does anyone know if that is true or is "base price" something else entirely?

Here is what I found :

base price is just something the game uses, it's really really old, really
outdated and really inaccurate original value of stuff.

Would this be the ORIGINAL mineral valuation for insurance purposes? Several patches ago they changed insurance to reflect market pricing.
