And how do I do it?

Ninja salvaging is also known as the art of tear extraction. You use probes to scan down mission runners in popular mission hubs. Once you scan down a mission runner, you can slip into their mission, and start salvaging wrecks. You don't get flagged for salvaging wrecks, but if you loot the wreck, or the container that dropps when you salvage the wreck, you will get flagged, and the mission runner may open fire on you.
Some wrecks are better than others, too. Mission generic wrecks are crap, and if I remember correctly, Angels wrecks are the best. When salvaging in an active mission, especially if the mission runner is salvaging himself, remember to go for the larger wrecks first. They'll drop better salvage.
There are multiple guides out there on how to be a ninja salvager. Here is a link to a decent guide with some good general information on the EVE Wiki: http://wiki.eveonline.com/en/wiki/Ninja_Salvaging
