What actions would cause me to be flagged a criminal and allow others to kill me without repercussions?

You get flagged a criminal when: - stealing loot from wreck or container that dont belongs from you (salvage is allowed) - shooting at someone without kill rights - aiding someone under fire (shield/armor repping them)
