And which of the two is better for small 0.0 gate camps

Difficult as it often depends on gate orientations, distances involved, fleet compositions, intel available, offensive, defensive.
Just like fishing it is about choosing what sort of fish you want to catch, having a tolerance and knowing when you have bitten off too much.
If I have low numbers I usually opt for a drag bubble and fleet be close to the gate.
Blockers are generally more useful when you have overwhelming numbers or it is a solitary pipe system with only one way gate to protect.
My personal preference is to have both, if I have any DIC/HIC’s in fleet.
If I do I often go for a divide and conquer cage. This technique allows a fleet to take on another fleet twice it’s size, you need to be more organised and with a cloaky scout on the other gate. You set up a drag bubble a nice 70k+ past the gate. Then you put the DIC infront of the gate another 80 ish km in line with the gate, but passively aligned to the gate out gate your fleet is on.
The enemy fleet jumps in, they align and begin warping. At that point as they begin warping the DIC drops his bubble and then mwd’s back to the fleet. The idea is to split the fleet, the first half have begun their warp and will land in the drag bubble, while the slower fleet members who hadn’t clicked warp as quick will land in the blocker. With the fleet divided the FC is disorientated and if nothing else the surprise factor often leads to supression of enemy effectiveness.
If the DIC went to early they will all land in the Blocker, you can choose to fight aligned or jump through.
If the DIC went late or a well organised FC squad warped an entirely 100% aligned fleet then they land in the Drag and same applies.
Often the DIC doesn’t get it quiet right and lands 85% to early or too late, then you target the best opportune targets in the % that is easiest to engage.
Ultimately the best reason to prioritise Drags over blocks though is because if you catch a BS in a Drag he not only has to motor 80k to a gate he has to turn his slow a** back around to face the gate too.
