I think they changed standings a while back so that you would always have access to the lowest quality/level agent.
-2 You lose access to all of a faction's or corporation's agents except those that are level one with a quality less than zero. (-2.0 modified Personal Standing) Taken from here:

This is confirmed as my guristas standings are -10 and i can still run the lowest quality lvl 1 agent
