I know that BPOs tech II items are now only very rarely available on contract, after the blueprint lottery ended. Hence the great invention endeavour.

But, whilst most tech 1 basic meta items are available as BPOs from NPCs on the markets all over the place (sometimes with a faction twist, e.g. projectile weapon and rig BPOs from mainly Min and Gal stations), sometimes I can't find any of a particular T1 null meta BPO.

The retriever for example. I've been checking every region over the last few days, out of curiousity, but can never find a sale order for a retriever BPO.

So just where are they?
