Why do people tell me "all 0.0 is claimed" when I see many systems without SOV?

Why do people tell me I can't put a POS up in an unclaimed system without sov? How can people claim than all 0.0 is "claimed"? Why would I have to pay rent for a system that isn't claimed? How and why do larger EVE players bully around small corps?

There's nothing stopping you from putting up a POS anywhere, really. Sov has nothing to do with it. You will likely find your POS being removed rather quickly if you put it up in a system where someone has sov. The part about all 0.0 being "claimed" is not really true. There's a lot of NPC space that no one really can claim. You'll find larger alliances and coalitions sometimes lay claim to areas in 0.0, however usually not NPC as no one can take sov there. This can be for all sorts of reasons, they want to own the area, but don't want to spend the ISK, time and effort in having sov in all the constellations etc. There's no easy answer to this, but if a large alliance asks you for rent and you ignore them, you will lose your POS.

I will tell you this, if you have no backing from a corp or an alliance and no way to defend your POS it will likely not last long. While shooting a POS for no apparent reason is not fun for most players in and of itself, a lot of players will find the reactions from the POS owner reward enough. There's also the possibility for an escalation and a good fight. And there could be loot etc. involved. EVE is a harsh game and people will kill your stuff if they feel like it.
