I started writing this answer to support the "no you won't lose" camp but after setting out the calcs it seems that I was wrong!
Below are three sets of before and after calcs for three different base attributes with all learning skills at 5 and +5 implants. They all come out equal or lower after the change.
Hmmm. I checked it loads of times...did I go wrong somewhere?
As at now you have:
Base: 15 (highest) Implant: +5 Learning: +10 Sub-total: 30 +10% Learning V: +3 Total: 33
After the change you will have:
Base: 27 Implant: +5 Total: 32
As at now you have:
Base: 9 (middle) Implant: +5 Learning: +10 Sub-total: 24 +10% Learning V: +2.4 Total: 26.4
After the change you will have:
Base: 21 Implant: +5 Total: 26
As at now you have:
Base: 5 (lowest) Implant: +5 Learning: +10 Sub-total: 20 +10% Learning V: +2 Total: 22
After the change you will have:
Base: 17 Implant: +5 Total: 22
I did the calcs with one skill at level 5 and one at level 4 and there is still a gain, 0.1 with base 15, 0.7 with base 9 and 1.1 with base 5.

I only had Perception with both level 5s and the difference is small so I am still happy with it. I hope anyone who had maxed all the learning skills will be happy with 5 mill sp back in compensation.
The 10% attribute bonus from Learning applies after all the other bonuses. With the standard mapping it’s 8 base plus up to 10 learning plus up to 5 implant, plus 10%. In this balanced example the bonus ends up being 2.3 attribute points; it can obviously vary a little depending on remaps, of course. 12 seemed like a pretty good place to settle.
It’s only for those who managed to reach level V in all learning, which is not the case of most players. And since you are given the SP back, the learning gained from them is making up for the “lost” training in the future.

One attribute is very little in terms of training time gain, so catching u p to those millions of “free” SP’s you get in december is gonna be very long.

No they wont !
CCP is giving us 12 more points for each attribute.
This will make up for your 10 "learned" points + the learning skill that made skills learned faster. According to their maths, it's even faster that way.
Only downfall is for the small fast leveled alt, between one and two months you lose a bit...
Other than that, we will all benefit from this change !
And of course you will be refunded your hard earned skill points!
but…but… I’ll no longer be able to maon aabout people telling newbs to stay docked for a month training learning skills!
basically you will be 20/20/19/20/20 in attributes (19 is Charisma )
the same thing you would have "earned" training all the learning Skills ....
I interpreted this part of the dev blog as stating what default attributes would be if you started a new character. I can’t see that CCP will give us all these stats – that would be crazy. I am expecting +12 on all my base attributes.
If you have all 5/5 and +5 implants you will train 77sp/h slower I believe. This means it will take you 8.5 years of max speed training before you start to loose out on it (5.2 million sp devided by 77 sp/hour, since you basicly get free 5.2 mil SP already trained up.
